Specific Arrangements for CEPA

Hong Kong and Macau service suppliers are permitted:
• to provide, in the form of cross-border supply, wholly-owned operations or equity joint ventures, contract management services for small and medium airport
• to provide, in the form of wholly-owned operations or equity joint venture, air transport ground services in the Mainland: agency services; loading and unloading control, communication, and departure control system; unit load devices management; passenger and baggage services; cargo and mail services’ ramp services; and aircraft services
• to set up air transport sales agencies in the form of wholly-owned enterprises, equity joint ventures or contractual joint ventures to operate air transport sales agency services in the domestic routes in the Mainland
• to operate aircraft repair and maintenance services in the Mainland in the form of wholly-owned enterprises or with majority shareholding in the enterprises

Incorporation of Air Transport Sales Agency

• Requirements for Service Suppliers
  • Registered capital not less than RMB0.5 million
  • At least three staff obtaining the qualification certificate of air transport sales agency business
  • Fixed and individual place of business
  • Functional telecommunications equipment and other necessary operating facilities
  • Other necessary conditions as provided by the China Air Transport Association
• Required Documents
  • Application form for accreditation of air transport sales agency
  • Articles of associations, original (copy) business license and photocopies
  • Capital verification report or recent audit reports
  • Economic guarantee proof (including business license and credit proof of the legal person of the guarantor)
  • Photocopies of ID cards and curriculum vitae of legal representatives or person in charge
  • List of telecommunications equipment and operating facilities, supporting documents of enterprise premises and place of business (including address, title ownership proof of the place of business or photocopy of the lease contracts and photos of the inside and outside of the place of business). For those applying for cargo sales agency shall submit supporting documents of cargo storage and warehousing sites
  • Qualification certificates and photocopies of at least three sales agents
  • Shareholders’ investment agreement signed by corporate investors, and business licenses (copies) or ID cards of legal person of shareholders or natural persons
  • Certificates of Hong Kong and Macau service suppliers

Incorporation of Branches of Air Transport Sales Agency

• Requirements for Service Suppliers
  • An additional RMB0.5 million of registered capital and at least three qualified air transport sales agents are required for applying to set up an additional branch
  • They shall apply certificate of accreditation separately for branches of sales agency
• Required Documents
  • Application forms for the set up of branches
  • Legal person business license for enterprises and branches
  • Photocopy of certificate of accreditation
  • Letter of opinions of the representative office in their original location if setting up branches across the border
  • List of telecommunications equipment and operating facilities, supporting documents of enterprise premises and place of business (including address, title ownership proof of the place of business or photocopy of the lease contracts and photos of the inside and outside of the place of business). For those applying for cargo sales agency shall submit supporting documents of cargo storage and warehousing sites
  • Employment record of the person in charge of the branch, and photocopies of qualification certificates of at least three sales agents
